Perfect packaging when arrived, battery was dead, there was no documentation on whether this is standard practice or not. Should I charge it or will that be an issue later?

It may be that there is not much power left and it has been consumed due to long transportation. You can just charge your phone directly.
Typically, the time it takes to charge a new phone for the first time depends on the phone model and battery capacity, but generally, it may take about 1 to 2 hours to fully charge. After that, the phone will automatically stop charging once the battery reaches 100%. During subsequent charging sessions, you can connect the phone to the charger as needed without waiting for the battery to deplete to 0%. Occasionally charging up to 100% is fine, but it’s recommended to charge mostly up to 80% or 90%.
When I was update my tank 3 to Android 14. Battery stuck to 77% When I went to charge the phone however it acted really funky and took forever to start charging when it finally turned back on it was stuck at -77%. I have tried letting it die again then leaving it plugged in for several hours and this made no change.
